Abstract

Institutions are an order and relationship between members of society or organizations that are mutually binding, and  can determine the form of the relationship between human or organization. Institutional management of forest resources can run well if there is coordination among forest resource managers. Forest resources at the village forest group level are determined by a complex interaction between the characteristics of human resources within the group. The purpose of this study is to describe the institutional policy in managing the Walatana Village Forest. This study used a qualitative descriptive method, data from interviews and observations were collected in the form of notes grouped according to the objectives to be achieved. As for the results of the research, where the jurisdictional boundaries of all
actors have the authority, roles and responsibilities that have been realized, but one of the powers of the LPHD has not been implemented, namely submitting a Village Forest management report. As for the rules of representation regarding what decision-making can be accessed and who can access resources where Dinas Kehutanan, KPH Kulawi and LPHD Walatana have the same opinion while the Village Government and the Community also have the same opinion which is in contrast to Dinas Kehutanan, KPH Kulawi and LPHD Walatana. A collection of rights owned by the community includes access rights, harvest rights, management rights, and rights to prohibit, but do not have the right to sell land located
within the Village Forest area.
